PERSONAL STATEMENT OF DR. SHYAM S. AGRAWAL
With the Doctorate Degree in Economics, the applicant is presently working as Resident Director in US offfice of India Trade Promotion Organisation, a premier trade promotion body of the Government of India. He has been associated with college teaching, market research, professional training, planning, policy making, performance budgeting, trade strategy formulation and implementation and trade development and merchandising during his professional career of over 25 years. The applicant has also worked as trade specialist with the Government of Mauritius and also provided faculty support to ITC Geneva. The enclosed Curriculum Vitae and the list of publications would precisely explain the job role of the applicant and economic and trade competence. The copies of latest articles and statements as published are also enclosed for explaining the present work.
The process of liberalisation and globalisation in the context of setting up of World Trade Organisation (WTO) are of special interest. It is believed that the world's entry in the new millennium without computer related problem in the globally spread electronic infrastructure has only reconfirmed faith in human competence and joint wisdom. We are however way behind in solving the problem of poverty and hunger prevailing in several parts of the world. In the present era of global interdependence, expanding electronic communication and interconnectedness, the welfare of one nation can not be separated from the entire world. The development of world economy will now have to be based on mutual benefit, productivity expansion and prosperity sharing built around the engine of foreign trade. The removal of poverty and the growth of developing countries will have to be seen as an emerging opportunity for trade expansion rather than the political opportunism.
The economic management of the post world war and great depression era of 1930's, Asian economic and financial crisis, economic turmoil of East European and Latin American countries has proved the effficacy of multilateralism and managed capitalism. The effective management of capitalism and free trade not only accelerate the process of economic growth and prosperity of the world but also contain cruelties of lassaiz faire capitalism. It is thus highly unfortunate that the ministerial conference held at Seattle during November/December 1999 to set an agenda for the new Millenium Round of Negotiations has ended in a fiasco under the influence of agitation engineered by the environmentalists, trade unionists, aid lobbyists, consumer and human right activists. It only proves that the tendency of protectionism of the post world war and communistic era are still alive and backlash is developing against the mutliaerelism and free flow of goods and services. The architect and supporters of free trade and multiiateralism have not been able to educate the concerned people and organizations about the effectiveness of the ongoing process.
An aggressive approach would therefore have to be adopted to educate the people about the effectiveness of globalization and liberalization in removal of poverty and hunger on one hand and expansion of global trade opportunities on the other. It may be true that concerns of environmentalists and trade unions would need to be addressed in the emerging world economic scenario and balance may have to be struck between free trade and such issues as protection of environment, labor and consumers. But this would need to be done with the minimum interruptions in the process of globalization and liberalization. If the concept of capitalism has to be sold to the world it will have to be compassionate and provide assurance to the decent and attainable living standard, desperately needed jobs and national wealth. The problem of unequal distribution of wealth would have to be addressed globally. In the emerging global viilage, there have to be a balance in the economic development by optimal utilization of world resources based on comparative advantages. The developed countries like USA, EEC and Japan will have to play the major role in setting up the framework for the world Economic order of the new millenium where consensus, mutual understanding and enforcement mechanism in the multilateral trading system would be the integral part.
With disintegration of communistic bloc and emergence of solitary super power, the role of centralised planning and the government control will be marginalised and market forces would dominate the economic paradigm. The technology driven globalization would require innovative policies and dynamism in economic management particularly in the countries where centralised planning was adopted as a tool of economic development. The applicant would therefore seek to refurbish knowledge and upgrade his skill in policy formulation, economic modeling and management particularly in the area of foreign trade and investment. Since the applicant is already working as middle level executive in the Government Organisation, the completion of the course would help in professional advancement and joining the main stream economists in Indian and multilateral organizations where he can play an important role in policy formulation and economic management.

ESSAY ON PROFESSIONAL ACCOMPLISHMENTS OF DR. SHYAM S. AGRAWAL
Belonging to a middle class family of northern India, Dr. Agrawal started his profession as a college lecturer after obtaining his masters degree in Economics in 1973. While in academic profession for over 10 years he not only pursued his doctorate degree but also remained closely associated with extra curricular activities including Economic Associations at state and national level and also the University Leadership Programme constituted for the development academic curriculum for college teaching. He was awarded doctorate degree in Economics in 1983. The topic of his thesis was "India's Export Trade with European Common Market Countries -Trends and Prospects" He joined as a planning officer in Bank of Baroda, one of the leading Government bank of India in 1984, where he worked on planing and performance budgeting, performance monitoring, MIS and policy formulation etc.
The applicant joined as Joint Chief, research and analysis Division in Trade Development Authority of India in 1987 where he coordinated the work of Reseach and Analysis division till July 1991 when he was selected as Trade Specialist by the Ministry of Economic Development and Planning, the Govt. Of Mauritius on deputation for a period of two years. After completion of his deputation, he took over charge as a Joint Chief, Trade Development and Merchandising Department in India Trade Promotion Organisation, premier trade promotion body of the Government of India which was set up in post liberalization era in 1992 after merging the erstwhile Trade Development Authority of India and Trade Fair Authority of India. The applicant was selected as the Resident director of US office of ITPO and is working in New York since August 16, 1996. The enclosed CV and the experience certificates/testimonials would explain the job role and the quality of work performance.
The applicant has remained fairly a bright student and hardworking professional which assured him a promising career and appreciation for the work. He has kept himself update and accepted challenges whenever required. He has remained closely associated with training programmes of Indian Institutes of Foreign Trade, Small Industries service Institutes, Trade associations/chambers, world Assembly of small and medium enterprises and iTC Geneva in India and Berlitz Cross cultural and Long Island Export Import association and BALA, Queens college in USA. I am delighted to infonn you that you have been admitted to the 2000-~ram in Economic Policy Management (PEPM) at Columbia University. You have been chosen from among more than 350 applications for a target of 50 positions in the program. In order to plan the size of the incoming class, we need to receive an acknowledgment of your plans to attend PEPM by April 1, 2000. Applications relating to housing should be sent as early as possible, to assure appropriate consideration in what is a very crowded market.
The PEPM program is a demanding one: we cover a lot of ground in a relatively short period of time. The program consists of three parts: summer session, core courses, and internship. The summer session will last from July to August 2000. This session is designed to convey the key analytic skills needed during the academic year, and makes allowance for students who need to improve their background in basic economics or their English language skills. Students with stronger backgrounds in economics may be exempted from some of the basic courses and instead be able to participate in seminars on important topics in policy management.
The core of the program consists of four two-semester courses lasting from September 2000 to June 2001 plus two single semester courses. The two semester courses are Macroeconomic Policy Management, Microeconomic Policy Management, Management Skills for Policymakers, and Issues in Economic Policy Management. In the fall semester there will be Ecoroometric Techniques for Policy Managers, and in the spring Perspectives on the World Economy. In addition to these courses, you are allowed to take a few elective courses. Note that the highly structured nature of the PEPM program allows only limited flexibility in taking elective courses.
The last cotuponent of the program is an internship lasting from June to August 2000, although in some cases it may be extended for another three months if both the student and mentor agree. The internship, which is mostly, but not exclusively, offered at international organizations such as the United Nations, the World Bank, International Monetary Fund, etc., forms an integral part of the program. The h1ternship has three key objectives: (1) to apply the concepts and models learned through the academic part of the program, (2) to involve students in the process through which policymaking institutions study, assess and decide on economic policies, and (3) to develop the network of policymakers and researchers known to students.

You might be aware that India Trade Promotion Organization (ITPO), a premier trade promotion body of the Government of India provides assistance to the Indian exporting community and importers worldwide for establishing business contacts by organizing a series of trade developmental programs such as participation in product specific/ general trade fairs/ exhibitions, organizing exclusive Indian Exhibitions both in India and abroad, sponsoring trade delegations, organizing Buyer-Seller Meets, Contact Promotion Programs and such others. As the owner of the biggest exhibition ground of Asia, lTPO not only organize over fifty exhibitions in India and abroad every year but also coordinate country level festivals and other trade events.
India has completed fifty years of republic and thus is organizing series of trade and cultural events worldwide to promote India's image in terms of economic progress and cultural heritage. One such event has been planned for USA during Memphis in May International Festival. India has been chosen as the honored country for the May 2000 event, the first of the Third Millenium. It is therefore an honor and pride for all of us to make the event highly successful and participate whole heartedly to leave a mark of India's capabilities in terms of economic growth, trade and investment prospects and cultural heritage for the time to come.
Needless to mention that 'Memphis in May International Festival' is a well-established and widely recognized event in the U.S. for over 25 years. The City of Memphis, the biggest distribution center of the US is also known as the originator of blues. The event is therefore celebrated as the combination of trade, business, dance, music, food, art and culture. The barbecue cooking contest and the southern food festival organized during the event attracts the people from across the globe and attended by over 250,000 people. The event is celebrated with the involvement of the people from every walk of life including the government, trade and cultural associations, business houses, associations, chambers of commerce and others.
Since India is honored country this year, the celebrations would center around our country which would include setting up of India Village at Tom Lee Park on the bank of Mississippi during Beale Street Music Festival (May 5-7, 2000) showcasing India's trade and economic capabilities in Memphis Cook Convention Center during International Week (May 8-14, 2000), symposiums and seminars, cultural evenings, food festival, fashion/ film shows, the Mahatma Gandhi exhibition, exhibition on Ganges, photo competition and student exchange programs etc. Several dignitaries, cultural troupes, chefs, business delegations etc. would visit Memphis during the event. The event would in fact present all aspects of the country at one location during the month and is being widely publicized through press and media including newspapers, radios and televisions. The special media teams are being sponsored to India to feature special programs on India during the celebrations. India 2000 committee specially constituted by the local Indian community is actively participating in the event and providing all support for the programme.
The participating companies in the programme are not only expected to have a wide exposure but would also have the opportunity to sell their merchandise and services. The products like tea, natural food extracts, handicrafts, carpets/ dhurries, floor coverings, wrought iron furniture, gift items and fashion jewelry, bedsheets, pillow covers and shopping bags etc are the products which have been identified for sale in India village during Bealle Street Music Festival and in Cook convention Center during International Week. In view of the importance and the need of involvement of Indian community in this mega event, We have decided to encourage the U.S. based companies selling Indian merchandise to participate in the event and set up their sale outlets for Indian products.
We are pretty sure that you will consider participation and set up a sale outlet during the event. The participating companies would be provided a tent of 10'x 20' with required electricity and display aids such as counter, 3 chairs, waste paper basket etc. The arrangement would also be made for security and storage of goods during the event. The cost of the tent with display aids has been fixed at US$ 3500/ only for the duration of Music Festival. ITPO would not charge any commission on the sales effected during the event.. You are therefore requested to please convey your concurrence for participation in the event alongwith the participation charges.
